I am still struggling to get my head around this, but apparently TW has one of the highest rate of driving accidents in the country. HOWEVER, if you consider the throughput of tourists here, you might get a better reflection of the accident rate per total-population, instead of just those who are residents. I think this would realign the figures to be more accurate of the driving ability in TW.
